FOREWORD
In 2025, the CCAC was committed to safeguarding the integrity of the 8th Legislative Assembly Elections. Employing the two-pronged approach highlighting both prevention and combatting, the CCAC effectively performed its functions to supervise electoral activities. Through inspection, law enforcement and publicity and education work, the CCAC aimed to ensure the elections were carried out in an environment with integrity and impartiality in an orderly manner.
In addition to supervising electoral activities, the CCAC has been keeping a close watch on the trend of social development and the change in the characteristics of case investigation. It has been continuously combatting corruption according to its powers, striving to safeguard public interest and communicate with relevant departments about relevant issues in a timely manner. Moreover, the CCAC has been proactively carrying out work related to cross-border mutual case assistance to effectively promote integrity building. At the same time, the Ombudsman Bureau has also been proactively exerting its supervisory functions and expediting the progress and improvement of the investigation of cases related to the governance of the Macao SAR. It has been maintaining communication with various public departments or bodies with flexible approaches to ensure the legality of exercise of public powers and striving to respond to the society's aspirations so that relevant work which will enhance the effectiveness of governance can be carried out in an orderly manner.
Youths are a major force supporting the development of the country and social development. Therefore, to tie in with the country's effort in taking forward the anti-corruption policies and objectives and the Macao SAR's endeavour in attaching importance to the direction of youth development, the CCAC has been carrying out integrity education in a comprehensive way, particularly aiming at fostering future pillars with both talent and virtue. Regarding the areas of regional cooperation and international exchange, in order for Macao to further integrate itself into the overall development of the country, the CCAC has been striving to contribute within the scope of its functions and proactively going global in order to learn the strengths from others. It has also been taking these opportunities to tell the world the good stories of Macao about integrity under “One country, Two Systems”.
To conclude, throughout the year, the CCAC has been striving to tie in with the SAR Government's principle of law-based Macao and the people-oriented governance. The CCAC has been mapping out strategic plans in various actions related to the area of fighting corruption, thereby implementing President Xi Jinping's important instructions and his earnest expectations about the integrity of Macao into the practical actions in fighting corruption.
PART I
IMPLEMENTATION OF THE POLICY ADDRESS FOR FISCAL YEAR 2025
I. About the work in relation to the elections
(1) Supervision on the elections
In 2025, the CCAC made the safeguard of the integrity of the 8th Legislative Assembly Elections its priority work. Before the Chief Executive set the election day, the CCAC had prepared the supervisory work related to the elections from various perspectives. Starting from the date set on 3rd March 2025 for elections, the CCAC immediately carried out holistic supervisory work in accordance with its statutory powers in an orderly manner.
Up to 30th September 2025, the CCAC received a total of 146 complaints in relation to the elections, and 29 cases were placed on file, of which three were referred by the Electoral Affairs Commission for the Legislative Assembly Election (hereinafter referred to as the “Electoral Affairs Commission”). Through the investigation and the handling of some cases, the CCAC was able to suppress signs of irregularities which appeared at the very beginning of the election period so that the integrity, impartiality, openness and justice of the Legislative Assembly Elections could be safeguarded.
As regards activities intended for granting food and beverage benefits which most likely cause electoral irregularities, the CCAC took initiatives to carry out both overt actions and covert investigations and conducted more than 16,000 inspections at the venues where association activities took place according to law with a view to making recommendations and corrections immediately when irregularities were identified during inspections.
Moreover, the CCAC also collaborated with the Electoral Affairs Commission to jointly carry out supervisory work and clarify doubts that concerned the Macao society so as to disseminate the message of clean elections. In addition, the CCAC had a close tie with the Electoral Affairs Commission as they jointly launched a 24-hour hotline for lodging complaints related to the Legislative Assembly Elections and an online platform for lodging complaints. Up to 30th September 2025, the CCAC referred a total of 34 cases to the Electoral Affairs Commission and 15 cases to the Judiciary Police according to its powers while the Electoral Affairs Commission referred three cases to the CCAC.
On 13th September 2025, which was the cooling-off day of the Legislative Assembly Elections, the CCAC specially sent its personnel to conduct inspection in different areas of the city and carried out network monitoring in order to make immediate intervention when situations of suspected irregularities were identified or forward them to competent bodies for follow-up actions.
On 14th September 2025, which was the polling day of the Legislative Assembly Elections, the CCAC mobilised all of its personnel to carry out holistic inspections in different locations and the venues where various activities took place, including different streets and alleys, premises of civic associations, catering establishments, campaign headquarters and even the outside of the polling stations, which holistically covered various districts of Macao so as to supervise the situations during the election period in an impartial manner. The CCAC also carried out network monitoring with a view to following up any identified irregularities according to its powers in order to ensure the elections were carried out in an impartial and orderly manner.
(2) Publicity, education and community relations about the elections
With the theme of “A Clean Vote Lights Up Macao”, the CCAC carried out publicity work related to clean elections in an orderly way, including launching a dedicated webpage, promotion leaflets, posters, outdoor advertising campaigns, WeChat games and crossover with a cultural and creative design character. In addition, animated videos, radio dramas and advertisements with themes corresponding to different phases of the election period were launched to urge voters to stay vigilant about electoral bribery and other illegalities related to elections.
In addition to multimedia promotion, the CCAC also sent its staff to hold seminars on clean elections at the invitation of schools and civic associations/institutions. Moreover, the CCAC also introduced the content related to “Clean Elections 2025” to the seminars on integrity which were held on a regular basis in order to strengthen the promotion of relevant regulation to voters and potential voters.
Besides collaborating with public departments and institutions to promote clean elections, the CCAC also held multiple activities to widely spread the message of clean elections to different strata of the society and call on the general public to echo with and support the Legislative Assembly Elections with impartiality and justice. Such activities included an obstacle challenge competition “A Clean Vote Lights Up Macao”, various sessions of “A Clean Vote Lights Up Macao – Promotion Tour in the Community”, a multimedia sticker collection activity “Take Action for Clean Elections”, a school drama tour “Knowledge 'Express' on Clean Elections” and a flash mob activity “Power Up for Clean Elections”. Nearly 100 newly recruited volunteers, including individuals and parent-child groups, together with the existing volunteers, jointly supported the CCAC to carry out publicity work, including those related to clean elections.
II. Implementation of regular duties
(1) Anti-corruption
In 2025, the CCAC combatted corruption crimes according to its powers. It proactively investigated illegalities in the public and private sectors and simultaneously handled work related to mutual case assistance and declaration of assets and interests in an effective way with a view to suppressing and preventing corruption crimes. Various types of work have achieved good progress.
1.Case investigation: up to 30th September 2025, 152 cases (excluding those related to elections) were investigated by the CCAC in the anti-corruption area, of which 86 were related to the public sector and 66 were related to the private sector. A total of 93 cases were concluded, of which 56 cases were related to the public sector and 37 were related to the private sector, with eight of them having been referred to the Public Prosecutions Office upon completion of investigation.
Among the cases related to the public sector, there was a higher proportion of cases involving the security area and the social and cultural affairs. As for the cases related to the private sector, even though that the areas of the cases involved were relatively broad, the cases were still mostly related to maintenance and management of buildings and management of integrated resort enterprises.
In 2025, the CCAC continued to be highly concerned and alert about various types of fraud to obtain subsidies from the government. It investigated all cases received in order to strive to nip the problems in the bud and strictly prevent resurgence of these types of cases, thus ensuring the proper use of the public money of the Macao SAR.
2.Cross-border mutual case assistance: up to 30th September 2025, the CCAC handled a total of 57 mutual assistance cases, including 48 cases at the requests for case assistance made by counterparts outside the region to the CCAC, of which 36 were made by agencies of the Chinese mainland and 12 by the Independent Commission Against Corruption (ICAC) of Hong Kong and other enforcement departments of Hong Kong. In addition, the CCAC has made a total of nine requests for case assistance to counterparts outside the region, of which three were made to agencies of the Chinese mainland, three to the ICAC of Hong Kong and three to both agencies of the Chinese mainland and the ICAC of Hong Kong. Up to 30th September 2025, a total of 16 mutual assistance cases were archived and 41 cases were still being followed-up.
3.Declaration of assets and interests: to effectively prevent and suppress corruption among public servants, the CCAC has been proactively making the best endeavor, as always, to carry out the work related to declaration of assets and interests. Up to 30th September 2025, a total of 11,392 persons submitted their declarations to the CCAC.
There were some individuals who failed to complete their declarations within the statutory period. Therefore the CCAC sent a total of 89 overdue notices to them. Upon receiving the overdue notices from the CCAC, the declarants were normally able to submit their declarations in time and provided written justification for submitting the declarations late. Overall, the work related to declaration of assets and interests was carried out in an orderly manner and the declaration regime was well implemented. Being one of the depository entities of the declarations, the CCAC ensures a proper management of the preservation and destruction of declaration dossiers.
In addition to handling regular work related to declaration of assets and interests, the CCAC has been attaching importance to electronic management and continuously optimising the electronic systems related to declaration of assets and interests. Up to 30th September 2025, the “notification processing system of declaration of assets and interests” (hereinafter referred to as “electronic notification platform”) has been used by a total of 74 departments/entities. A total of 3,522 letters/notification letters were received by the CCAC, of which 3,450 were uploaded through the platform, representing 98% of the total number of letters/notification letters received.
4.Promoting good governance according to its powers: the CCAC has been committed to combatting corruption crimes. Regarding corruption cases investigated and handled by the CCAC, it has been requesting public departments to seriously handle them, particularly through optimising the relevant integrity management mechanisms to plug the loopholes of corruption in order to prevent resurgence of similar corruption acts and irregularities. As for the private sector, taking the cases related to management of buildings or civic associations which the CCAC always handles as an example, even though illegalities may not be identified, the CCAC still provides clarifications based on the law and encourages the establishment of integrity management mechanisms to prevent corruption with a view to jointly promoting the sustainable development of the Macao society towards impartiality and stability.
(2) Ombudsman's actions
In 2025, the CCAC continued to seriously perform the supervisory functions conferred upon by law by achieving the objectives in the area of ombudsmanship set up for the year.
1.Case investigation: up to 30th September 2025, the CCAC opened 135 ombudsman case files. Along with the cases carried forward from the previous year, the CCAC had to follow up a total of 279 inquiry files, of which 96 have been archived upon the completion of investigation. Meanwhile, four cases were newly added to the list of “retrospective review” in order to supervise whether the departments concerned would adopt measures according to the opinions or suggestions raised by the CCAC and five cases were removed from the list upon retrospective review.
2.Constant promoting responsible complaints: the CCAC continued to disseminate the message of filing responsible complaints among residents and spared no efforts to optimise the measure of ombudsman case handling progress notification in order to enhance its effectiveness. Residents' awareness of the SMS notification function which enables them to access the latest progress of relevant complaints through online inquiry codes of the CCAC has been gradually enhanced, reflecting that the function is becoming more popular. At the same time, with adherence to the principle of confidentiality, the CCAC still persisted in strengthening face-to-face communication with residents and actively promoted responsible complaints.
3.Consolidating the confidence of administration according to law: in order to achieve the objective of promoting good governance, in 2025, the CCAC paid constant attention to the administrative and governance actions of public departments, gave recognition to practices worth encouraging, thoroughly studied timely disclosure of information related to ombudsman cases that met the conditions to be made public through various channels, as well as positively promoted the SAR Government's consolidation of the culture of self-confidence of administration.
4.Supervising compliance with discipline in accordance with law: concerning the administrative illegalities existing in public departments, the CCAC issued opinions or recommendations according to law. Regarding the situations involving disciplinary violation by personnel, the CCAC exercised the competence of supervising disciplinary procedures. As to the situations where violation of law existed in the investigations and decisions of the relevant disciplinary proceedings, the CCAC probed into them and reported the matters in a timely manner.
5.Optimising internal management: the CCAC kept on innovating and optimising the internal case management system in order to perfect the mechanism of case management and contribute to the enhancement of efficiency and depth of case investigation. At the same time, it continued to elevate the investigative skills and professional quality of the personnel responsible for investigation of ombudsman cases through active participation in conferences and seminars held by international and regional ombudsman institutions.
(3) Publicity, education and community relations
In 2025, the CCAC actively supported the anti-corruption strategies and objectives promoted by the country by constantly carrying out integrity education for all strata of society.
1.Continuously promoting integrity training for public and private sectors and leadership in specific areas: in 2025, the CCAC continued to strengthen the promotion of integrity awareness in public and private sectors through online and offline approaches. Regarding regular promotion and education work, up to 30th September 2025, the CCAC organised 401 seminars, talks and sessions of activities, attended by a total of 25,799 people. Meanwhile, many organisations took the initiative to include the corruption prevention seminars and workshops provided by the CCAC in their regular training programmes. Some public and private entities, such as medical entities and banks, even invited the CCAC to hold specific training sessions for their leaders and chiefs in order to reinforce the culture of integrity management.
2.Promoting the culture of integrity among the general public in an innovative way: the CCAC told the good stories about integrity of Macao through the power of culture. Arabica, the micro movie produced by the CCAC for the first time, was screened over 20 times at the Macao Cultural Centre, cinemas, enterprises, universities and secondary schools in the first half of 2025. Moreover, the movie was also shown on local TV channels and promoted and disseminated on various online platforms and social media.
3.Carrying out integrity education in a comprehensive way in order to foster future pillars of society with both talent and virtue: to tie in with the country's policy direction of attaching importance to the development of young people, the CCAC spared no effort to carry out integrity education for them. In 2025, in addition to the “UNI Project – Integrity Promotion Programme for Higher Education Students 2025” and the “Dissemination of Integrity in Schools” – Training of Teenage Ambassadors of Integrity and Practice Plan in Schools, the CCAC organised the Macao preliminary round of the “Coding4Integrity Asian Youth Anti-Corruption Hackathon”, in order to openly select teams to represent Macao in the International Contest of the Hackathon in Hong Kong in September and they eventually won the gold award and several awards. Through the aforesaid activities, young people were provided with more opportunities to directly participate in the practical work of corruption fighting and were guided to go to the Greater Bay Area to understand the spirit and situation of integrity building, thus encouraging them to take the initiative to understand and seek integration into overall development of the country and enabling them to show their talent at the international stage.
The CCAC continued to strengthen the cooperation with local higher education institutions and schools. In addition to regular promotion and education plans, the CCAC cooperated with higher education institutions to carry out the project entitled “Integrity and Creativity – A Creative Series on Integrity for Higher Education Institutions”, which enabled young people to integrate the spirit of corruption prevention laws into their daily life.
4.Optimising the support for teaching staff to jointly build a school culture valuing integrity: through the introduction of education resources including “Micro-lessons on Honesty” to the “Resource Database for Integrity Education” and holding the school-based training activities about “integrity awareness and honesty education” for teaching staff, the CCAC provided various support for teachers in terms of integrity education.
In addition, the “Integrity Lesson Plan Design Collection Activity for the Academic Year 2024/2025” held by the CCAC promoted the exchange and cooperation of research on teaching and learning between different education institutions and schools, thus facilitating the cultivation of young people's concept of rule of law and awareness of morality.
5.Strengthening the function of promotion and education of the Branch Offices: in order to draw the public's attention to corruption fighting and integrity promotion, the CCAC organised a series of activities for the International Anti-Corruption Day. At the same time, the CCAC also attached importance to the effectiveness of the Branch Offices of the CCAC in terms of integrity promotion and education. In 2025, the education materials and resources and exhibition facilities at the Branch Office in Areia Preta and the Branch Office in Taipa were optimised and upgraded in order to better exert their function of integrity education in the community. Apart from the function of integrity education, the two Branch Offices also provide convenient channels for the public to file reports and complaints and seek consultation.
(4) External affairs
In 2025, the CCAC continued to deepen the partnership with the supervisory agencies of the Chinese mainland and Hong Kong and actively promoted the work of integrity building in the Guangdong-Hong Kong-Macao Greater Bay Area and the Guangdong-Macao In-Depth Co-operation Zone in Hengqin. Through the establishment of a regular exchange mechanism, the anti-corruption agencies of the three places joined hands together to explore the investigation strategies and legal compatibility for cross-border corruption cases in order to further enhance the overall effectiveness of corruption control at regional level.
In order to strengthen the law enforcement capabilities, the CCAC sent personnel repeatedly to the Chinese mainland and Hong Kong to receive professional training covering a variety of topics including investigative skills, digital forensics, legal procedures and public administrative supervision. These training programmes not only elevated their professional quality and practical capabilities but also enhanced the mutual trust and collaboration between the anti-corruption agencies of the three places, thus laying a solid foundation for a corruption-free environment of the Guangdong-Hong Kong-Macao Greater Bay Area and providing the safeguard of integrity for the successful implementation of the principle of “One Country, Two Systems” in the Macao SAR.
Regarding external exchange, the CCAC sent delegations to Beijing, where they successively visited the National Supervisory Commission, the Hong Kong and Macao Affairs Office of the State Council, the Supreme People's Court, the Supreme People's Procuratorate and the Ministry of Public Security, among other departments, to have an in-depth exchange on corruption fighting and construction of rule of law. Meanwhile, the CCAC also received the delegations from the Guangdong Provincial People's Procuratorate and the ICAC of Hong Kong, whereby further enhancing the exchange and cooperation with the anti-corruption agencies at regional level.
Apart from regional cooperation, the CCAC also actively expanded international liaison. It received the delegations from the Corruption Practices Investigation Bureau of Singapore and the National Anti-Corruption Commission of Thailand respectively, whereby exchanging experiences of law enforcement and views on the legal regimes with the anti-corruption agencies in neighbouring countries, thus promoting cross-border cooperation in corruption fighting.
In order to showcase the achievements and experiences of corruption fighting of the Macao SAR under the successful implementation of the principle of “One Country, Two Systems” to overseas countries, the CCAC actively expanded the liaison and practical exchange with the anti-corruption agencies of Portuguese-speaking countries. At the invitation of the ICAC of Hong Kong, the CCAC sent personnel to Brasília, the capital of Brazil, to jointly deliver a training programme entitled “Capacity Building Programme for the Office of the Comptroller General of the Union, Brazil” with the ICAC for a total of over 80 members of anti-corruption and law-enforcement agencies of Brazil. In the training programme, the corruption fighting history of Macao, the functions of the CCAC and the relevant laws, cases solved by the CCAC and its investigation measures, among other information, were shared with the trainees.
At the same time, the CCAC actively cooperated with the country in the review of the implementation of the United Nations Convention against Corruption and fulfilled the obligations as a member of various international and regional organisations. In 2025, the CCAC, virtually or in-person, participated in conferences and seminars held by international and regional organisations, where it explored and promoted international cooperation in prevention and suppression of corruption and understood the achievements of other countries and regions in the area of integrity building. Moreover, the CCAC also studied on application of the relevant experiences to Macao in order to promote the development of the quality of governance to international level.
PART II
POLICY ADDRESS FOR FISCAL YEAR 2026
In 2026, the CCAC will follow closely the requirements and development trends of the country in relation to the fight against corruption and will be dedicated to assisting the SAR Government in improving its governing capability and governance from the perspective of corruption fighting.
As regards the anti-corruption work, the CCAC will strengthen personnel training and improve the integrity supervision system. Not only will it fulfil its responsibilities according to law, but it will also carry out law enforcement in a strict and fair manner and fight against corruption resolutely. As regards ombudsman's work, it will strengthen the supervision on the legality and reasonableness of public administration and will continue to seek more multi-dimensional channels so as to improve the service efficiency and quality of administrative departments and increase residents' understanding of and confidence in the integrity supervision system. Furthermore, it will contribute to the improvement and optimisation of the system of governing Macao in accordance with law and will be committed to keeping up with the times.
In order to achieve the goal of “encouraging all residents to cultivate righteousness internally and uphold the rule of law externally”, the CCAC will roll out short-term, mid-term and long-term promotion plans so as to allow the awareness of integrity to penetrate into different dimensions of public life. The CCAC intends to innovate based on the existing promotion and education work and, under the concept of “connecting for integrity promotion”, carry out integrity education through collaboration with different sectors so as to further highlight the value of integrity. Furthermore, it will deepen the exchange and collaboration with the Guangdong-Hong Kong-Macao Greater Bay Area, explore the possibility of introducing integrity building experience from other countries and regions with a view to elevating the integrity level of Macao.
The CCAC will also further optimise its capabilities so that integrity building and good governance may complement each other. It will also contribute to the continuous improvement of good governance of the Macao SAR, so that the culture of “not daring to, not being able to and not willing to commit corruption” will be consolidated in society in a sustainable way.
The major work of the CCAC in different areas in 2026 may be concluded as below:
I. Anti-corruption actions
(1)Reviewing the monitoring work for the Legislative Assembly elections: the CCAC will, within the statutory period, promptly conclude the cases related to the 8th Legislative Assembly elections and will not condone any criminal acts. Given that the 8th Legislative Assembly elections took place after the major revision of the Electoral Law of the Legislative Assembly of the Macao Special Administrative Region, the CCAC will seriously review the experience drawn from its monitoring and law enforcement work for the elections so as to put forward opinions and suggestions to the SAR Government on the improvement of the aforesaid law.
(2)Carrying out studies based on the experience gained in anti-corruption work: the CCAC will continuously combat corruption crimes in the public and the private sectors. It will also study the characteristics of departments and high-risk sectors prone to corruption and make targeted deployment so that anti-corruption measures can complement with promotion and education. This aims to safeguard the hard-earned probity culture of Macao as well as take forward and ensure the orderly development of Macao's diversified economy.
In 2026, leveraging its over 20 years of practical anti-corruption experience and in conjunction with the SAR Government's reflection and review of Macao's criminal legal system, the CCAC will contribute to the overhaul of the legal regimes related to criminal law and criminal procedure law.
The law of the Prevention and Suppression of Bribery in the Private Sector will have been in force for 16 years in 2026, while Macao's society has undergone profound change. Compared to similar laws in neighbouring regions and the provisions of international conventions applicable in Macao, this law still presents significant differences. This means that combatting corruption in the private sector faces many difficulties and challenges in law application. Therefore, in 2026, the CCAC will conduct a study on the law of Prevention and Suppression of Corruption in the Private Sector and will put forward, in a timely manner and according to Macao's social environment and legal requirements, relevant suggestions on major revision.
(3)Raising the professional level of investigators: the CCAC supports and encourages its investigators to keep on learning and pursue self-enhancement. It will enhance training and will continuously send personnel to the Chinese mainland, Hong Kong and overseas for training with the anti-corruption departments. This not only allows them to keep up with the times by learning new investigative techniques and thus raising their professional level, but also allows them to network with peers in the field and expand their networks in the fight against corruption. Furthermore, based on the capabilities and experience of investigators, the CCAC will appropriately adjust internal resources to better utilise the strengths of its personnel and strive to enhance the level of team collaboration.
(4)Improving the cooperation mechanism for case investigation: the CCAC will continue to strengthen cooperation with the National Supervisory Commission and the ICAC of Hong Kong to improve the cooperation mechanism for mutual case assistance, thereby enhancing the effectiveness of information exchange. At the same time, when conditions permit, viable solutions will be explored to jointly combat cross-border corruption crimes.
(5)Applying science and technology to enhance case investigation efficiency: the CCAC attaches great importance to new developments in science and technology and applies the latest innovations that may enhance investigative capabilities in its work in a timely manner. Furthermore, the CCAC will continue to develop and improve various investigation software and use science and technology to support its investigation work, thereby enhancing its investigation efficiency.
II. Ombudsman's actions
(1)Increasing public trust in the CCAC's work and improving the efficiency of complaint handling: the CCAC will continue to encourage residents to file real-name complaints and strengthen communication with complainants from the outset, with a view to increasing residents' and complainants' understanding and trust in the CCAC's work. Such timely early-stage communication also allows the CCAC to jointly analyse the grounds of complaints and the scope of investigations, and then more effectively reflect on and follow up on complaints. The CCAC will also strengthen the civic awareness of filing complaints with a sense of responsibility and continue to safeguard the principle of confidentiality. Furthermore, the CCAC intends to gradually establish an automated programme to improve the efficiency of responding to complaints.
(2)Strengthening supervision on disciplinary procedures: with the entry into force of the new version of the General Provisions of the Statute of Leadership and Management and the new version of the Statute of Personnel of the Public Administration of Macao, the disciplinary system has been optimised in all aspects. The CCAC will strengthen supervision of disciplinary procedures for personnel of public departments to better understand their disciplinary status under the new system, which will serve as a basis for developing appropriate prevention and intervention strategies.
(3)Strengthening communication and cooperation: when it comes to handling ombudsman cases, the CCAC has always been giving priority to the safeguard of the principle of legality, with a view to correcting illegal or unfair administrative acts carried out by public departments and improving the implementation of law enforcement within the administration and the management of its operations, thus exercising the supervision functions vested by law to it. To ensure that public departments receive its opinions as soon as possible, the CCAC will, through enhancing communication and cooperation with public departments and taking account of the principles of adequacy and proportionality, present its opinions and positions to the relevant departments in a timely manner when handling ombudsman cases and will work together to develop legal and viable rectification or improvement measures. This will give public departments more room for self-assessment and self-improvement and will allow them to carry out follow-up actions without having to wait passively for the opinions or recommendations from the CCAC. In that case, they may proactively adjust their own operating mechanisms and further improve the development of their respective systems.
Furthermore, the CCAC aims to consolidate the issues of the most public concern. Through informal intervention as well as discussing and formulating guidelines or measures that can be implemented or optimised with the competent departments, it aims to solve social problems at their root and in a more comprehensive way, thus responding to residents' requests.
(4)Optimising case management: internally, the CCAC has been strengthening its case management system, concentrating various investigative resources to improve the efficiency of case handling and the quality of case analysis. At the same time, the CCAC has been disclosing information on the investigation and results of ombudsman cases in a timely manner through different avenues, thereby enhancing transparency and strengthening the public's sense of participation in monitoring the work of administrative departments. Externally, through continuous interaction and exchange with ombudsman institutions in other regions, the CCAC will seek and explore more diverse and professional investigation methods with a view to strengthening the capabilities of personnel of investigating ombudsman cases and improving the efficiency of concluding them.
III. Publicity, education and community relations
(1)Integration into national development and strengthening the core values of love for the country and Macao: to tie in with the national anti-corruption strategy, the CCAC will combine integrity education with the overall concept of national security and the construction of the rule of law. Furthermore, to be in line with the direction for promoting integrity in the Greater Bay Area and the relevant cooperation among Guangdong, Hong Kong and Macao, the CCAC will develop ancillary integrity awareness materials to facilitate the public to grasp the key content. Furthermore, it will lead young people to visit the cities in the Greater Bay Area, which will allow them to better understand the latest development of integrity building of the country. It will also seek to enrich the content related to integrity promotion and publicise issues related to the rule of law and national security, which aims to highlight the importance of anti-corruption for safeguarding the country's governance system.
(2)Increasing the effectiveness of integrity education through technological empowerment: in response to the development trend of the education sector, more multimedia will be used in integrity education activities, and artificial intelligence-related technologies will also be introduced to support the promotion of integrity awareness, thereby increasing interaction with the public and increasing educational effectiveness.
(3)Integrity education to be tailored to different target groups, with enhanced targetedness and effectiveness: the CCAC will formulate precise integrity education and awareness-raising strategies based on the characteristics of the target groups and the trends of cases. For example, in response to the increase in the number of cases of breaches of general duties that public servants should observe or the increase in the number of disciplinary procedures initiated in recent years, the CCAC will strengthen the work of raising the integrity awareness of public servants, including reminding them of the importance of professional ethics through training and raising their vigilance and awareness of prevention against corruption risks through demonstrations with cases. Furthermore, the CCAC will organise flexible training sessions for private institutions and civic associations with a combination of online and offline methods. Furthermore, with the entry into force of the Public Procurement Law and the newly revised the Statute of Personnel of the Public Administration of Macao, the CCAC will update the content of integrity education activities in a timely manner, so as to effectively meet the requirements related to the work of integrity promotion.
(4)Creating more opportunities for young people to participate in integrity building: the CCAC attaches great importance to the moral education of young people. Therefore, it will continue to nurture anti-corruption leaders in schools and provide young people with a platform to participate in the work related to integrity building, with a view to creating development conditions for them and promoting the values of integrity that will take root in their hearts, thus building a foundation underpinned by good morality and integrity for the future of the country and the society.
IV. External affairs
As the significant strategic plans of the country, the Guangdong-Hong Kong-Macao Greater Bay Area and the Guangdong-Macao In-Depth Co-operation Zone in Hengqin are key initiatives of successful implementation of the principle of “One Country, Two Systems”. In particular, the co-operation zone is even a new demonstration that enriches the implementation of the principle as well as a new hinterland of the promotion of development of the Greater Bay Area. Looking ahead to 2026, the CCAC will continue to deepen the exchange and cooperation with the Guangdong-Hong Kong-Macao Greater Bay Area, understand the challenges and situations regarding corruption fighting come across by the Chinese mainland and Hong Kong and jointly promote integrity building at regional level. The CCAC will also study the feasibility of introducing to Macao the initiatives of integrity building carried out in various places with a view to raising the level of integrity of Macao.
In addition, the CCAC will actively establish regular personnel training mechanism in cooperation with the cities in the Greater Bay Area, share with them the experiences and applicable laws of case investigation, enhance law enforcement personnel's capability and build a strong corruption fighting team in order to comprehensively promote the governance concept of building law-based Macao put forward by the Chief Executive.
As a member of multiple international organisations and regional institutions, in 2026, the CCAC will continue to actively participate in the conferences and seminars held by various anti-corruption and ombudsman institutions including the Asian Regional Meeting of the International Ombudsman Institution (IOI), the General Assembly of the Asian Ombudsman Association (AOA), the General Meeting of the International Association of Anti-Corruption Authorities (IAACA), the Plenary Meeting of the Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network) and the Annual Meeting of the Asia/Pacific Group on Money Laundering (APG) in order to deepen international cooperation, expand channels of exchange, make more friends from all over the world and understand the opportunities and challenges come across by the anti-corruption and ombudsman agencies in various places.
Regarding personnel training, the CCAC will, in a timely manner, arrange personnel to attend various kinds of training courses and workshops held by international organisations or relevant institutions in order to enhance their professional capabilities. Meanwhile, the CCAC will continue to cooperate with relevant departments in the Chinese mainland and Hong Kong to jointly organise law enforcement training courses especially for its personnel so as to continuously raise their professional level and contribute to the enhancement of governance capabilities of the Macao SAR Government in the long run within the framework of promoting integrity.
CONCLUSION
Upholding integrity is a core measure of good governance that contributes to the consolidation of the rule of law, economic development and the strengthening of social cohesion and regional competitiveness. Therefore, the CCAC will continuously strive to combat corruption and carry out administrative supervision, seeking to better integrate the priorities of the new development phase into its work, leveraging its strengths and contributing to the improvement of the integrity supervision system. It will strive to proactively carry out the work related to combatting corruption, ombudsman functions, promotion and education, external exchanges and training, as well as progressively improve its governance and that of the Macao SAR in different aspects.
In 2026, the CCAC will continue its work exhaustively, aiming to achieve the Chief Executive's policy visions of “following the right path, innovating and embracing reform” and “upholding the rule of law in Macao”. In addition to rigorously fulfilling its anti-corruption responsibilities, the CCAC will propel the reform and advancement of the building of Macao's integrity system, strengthen supervision of public affairs and heighten public awareness of anti-corruption and law-abidingness, so as to strive to build a society of integrity, transparency, stability and harmony underpinned by the rule of law.
