FOREWORD

Not only are justice and integrity a foundation for developing a sense of morality and fostering the ways of dealing with other people, but they are also the cornerstone for building a rule-of-law society and the stable development of the region. In addition, building a society with integrity also relies on the safeguard of the rule of law and the two complement each other. The Commission Against Corruption, being the body which fights against corruption and acts as the ombudsman in Macao, will tie in with the sixth-term Government’s governance philosophy of “Striving Together, Upholding Integrity and Innovating”, strengthen the building of the supervisory system of integrity and make contributions to the development of the rule-of-law society with integrity, justice and impartiality together with the country and the Macao SAR Government.

The CCAC will persist in adhering to the principle of carrying out investigations according to law and continue to combat corruption in the public and private sectors. Moreover, it will strengthen cross-border cooperation in the fight against corruption and entrench integrity education with a view to addressing both the roots and symptoms of corruption and resolving the problems in a systematic way. In addition, it will tie in with the governance philosophy of increasing the capacity of public administration and the level of governance upheld by the Macao SAR Government so as to achieve the goal of good governance and fully exert its supervisory function. From the perspective of integrity building, it will propel the development of rule of law through lawful governance and administration, especially strengthening supervision on disciplinary proceedings and striving to raise public servants’ awareness of integrity, among others. Furthermore, the CCAC will continue to provide the safeguard of integrity for the successful implementation of “one country, two systems” in the Macao SAR, enhance international and regional cooperation, and proactively participate in the integrity building work of the Greater Bay Area in particular.

The year 2025 marks the year of the Legislative Assembly Elections of Macao. Based on the past experience, coupled with the actual situation of the society, the CCAC will supervise the 8th Legislative Assembly Elections on all fronts and fight against corruption according to law in order to demonstrate the values of impartiality, justice and clean elections.
 

In 2025, the CCAC will carry out its work in the following aspects:

I. Safeguarding the integrity of elections

In 2025, the 8th Legislative Assembly Elections will be held in Macao. The CCAC will work in unity and collaboration, carry out the supervision and promotion work of clean elections holistically to let the general public, particularly the candidates and the voters, understand the provisions of the electoral laws, jointly uphold fair and clean elections and support the electoral activities to be carried out in a peaceful, orderly and stable manner in order to vote for competent representatives for Macao.

  1. Supervision actions on the integrity of elections: the CCAC will establish a task force for supervision on elections with an aim to plan for the supervision work on elections in a centralised way. It will adopt the strategy of dual emphasis on prevention and fight against electoral corruption and carry out all-round supervision regarding allocation of personnel, collection of intelligence and inspection in multiple areas, among others. In addition, in order to minimise the occurrence of situations of “vote rigging” by various civic associations during the electoral period, the CCAC will proactively interfere in activities organised by civic associations that are subsidised by public money and will cooperate with the departments which grant the subsidies in order to strictly ensure that public money is not used in electoral campaigns.
  2. Promoting the integrity of elections: the CCAC will roll out a series of targeted publicity activities for voters and potential voters with a view to making voters and all Macao residents realise the importance of integrity of elections on the society of Macao. Moreover, it will also promote the newly revised Electoral Law of the Legislative Assembly of the Macao Special Administrative Region, particularly about the new provisions concerning electoral propaganda and the new offence of public incitement, among others, with an aim to let candidates and voters know and abide by the law, thus upholding the impartiality and integrity of the elections. The CCAC will also carry out a variety of education activities, competitions and publicity activities in the community with a view to widely disseminating the message of clean elections through diversified channels.

II. Anti-corruption

The year 2025 marks the beginning of the sixth-term government of the Macao SAR, the ending of the 2nd Five-Year Plan of the Macao SAR and also the 8th Legislative Assembly Elections of Macao. Keeping in mind its heavy responsibilities, the CCAC will uphold the spirit of dedication, actively support the policy objectives of the sixth-term government and put into action the vision of “supporting rule of law in Macao” – all in bid to uphold fairness and justice in society and to strive to build a society underpinned by rule of law that values probity, impartiality and fairness.

  1. Dedicating to fighting corruption and implementing the concrete work for integrity building and good governance mentioned in the 2nd Five-Year Plan: the CCAC will continue to fight against various types of corruption crimes in both public and private sectors. Given the increase in the proportion of corruption crimes in the private sector, the relevant laws will be introduced to private enterprises, including banks and integrated resort enterprises, complemented with case studies, so that graft fighting and education will be well integrated as precautionary measures.

    During the implementation of the 2nd Five-Year Plan, the CCAC completed the revision of the relevant laws according to the Plan and optimised its scope of activities, powers and organisation structure, etc. In 2025, the CCAC will implement the relevant content in its work of integrity building.

  1. Continuously enhancing the overall law-enforcement capacity of investigators: the CCAC has all along been supporting and encouraging serving investigators to pursue learning and self-enhancement continuously. In addition to sending personnel to the Chinese mainland, Hong Kong and abroad to learn from new investigative skills, it will also take targeted measures for the revised content of its mission and scope of activity according to Law no. 10/2000 (Commission Against Corruption of the Macao Special Administrative Region) amended last year. For instance, in response to “economic and financial crimes committed in an organised manner”, which is part of the newly added content, the CCAC will facilitate investigators to obtain internationally recognised professional qualification certificates in order to enhance their law-enforcement capacity for specific operations.
  2. Strengthening cooperation in combatting cross-border corruption crimes: to crack down on cross-border corruption crimes, the CCAC of Macao will continue to maintain close cooperation in graft fighting with the National Commission of Supervision and the Independent Commission Against Corruption (ICAC) of Hong Kong, continuously improve the mutual case assistance mechanism and enhance intelligence exchange. In addition, it will strengthen exchange and liaison with personnel of anti-corruption agencies from across the world in order to develop cooperation relations with neighbouring countries and regions in corruption fighting.

III. Ombudsman’s actions

In 2025, to tie in with the sixth-term government’s direction of “people-based” governance and under the premise of increasing governance efficiency, the CCAC will exercise the powers conferred upon it in accordance with the law and give full play to the ombudsman’s supervisory role, so as to help the government achieve the objective of good governance.

  1. Promoting responsible complaints: the CCAC will continuously optimise the effectiveness of notifications of progress of ombudsman cases and remind complainants in a timely manner that they may access the latest progress of relevant complaints through online inquiry codes. Furthermore, with the objective of good governance and under the premise of increasing governance efficiency, when it comes to the measures taken to encourage residents to file responsible complaints, the CCAC will strive to strengthen communication with residents through face-to-face clarifications, so as to achieve a balance between realising the development of civic awareness of filing responsible complaints and safeguarding the principle of confidentiality.
  2. Consolidating the confidence of administration according to law: the CCAC has been continuously observing the administrative acts and governance activities carried out by public departments or bodies in the ombudsman cases and giving timely recognition to practices worth encouraging. In 2025, the CCAC will  study measures conducive to the building of self-confidence of the administration.
  3. Monitoring the legality of disciplinary proceedings: the CCAC will exercise the power to monitor disciplinary proceedings on an ongoing basis. It will issue opinions or recommendations according to law in response to situations where violation of the law in the investigations and decisions of some disciplinary proceedings exist. In response to refusal of acceptance of such opinions or recommendations without reasonable grounds, the CCAC will exercise the powers conferred on it according to law and report the situations concerned to the relevant hierarchical superiors, supervisory entities or the Chief Executive, with an aim to propel the development of rule of law through lawful governance and administration. In 2025, to tie in with the relevant legal provisions and the arrangement of the “Integrity Management Plan – Progression and Innovation”, the implementation of the duty of supervision over disciplinary proceedings will be reinforced.
  4. Continuously improving case management work: to tie in with the governance philosophy of increasing the capacity of public administration and the level of governance upheld by the sixth-term government, the CCAC will carry out self-evaluation and optimisation of the case management mechanism. Internal case management will be optimised continuously so as to enhance the professionalism of personnel in their work.

IV. Publicity, education and community relations

In addition to the promotion of clean elections, the CCAC will continuously carry out integrity awareness raising work targeting the public and private sectors, the community and the education sector as well as enhance integrity education, so as to consolidate the integrity, corruption prevention and law-abiding awareness of different walks of life.

  1. Promoting the knowledge about national conditions among the society and young people of Macao, by acting in concert with integrity building in the Greater Bay Area: to tie in with the development of the Guangdong-Hong Kong-Macao Greater Bay Area, the CCAC, with Macao as the base, has been promoting integrity building in the Greater Bay Area together with other anti-corruption institutions in the Greater Bay Area. In 2025, the CCAC will launch a business guide jointly with the Guangdong Provincial Commission of Supervision and the ICAC of Hong Kong, so that the Greater Bay Area enterprises may learn the legislation related to corruption fighting and the integrity guidelines for operating businesses in different regions. The CCAC will also organise visits to anti-corruption institutions in the Greater Bay Area for young leaders to allow them to exchange ideas with local young people, thus broadening their horizons and deepening their understanding of the integrity education work in the Greater Bay Area as well as the national conditions. In addition, seminars and training will be provided by the CCAC to the Greater Bay Area enterprises operating in Macao, which will allow their leaders and workers to understand Macao’s legislation related to corruption fighting and will heighten the awareness of integrity within the enterprises.
  2. Cooperating with educational institutions to launch integrity promotion projects to help the new generation lay a solid foundation of integrity: the CCAC will proactively encourage young people to participate in integrity and honesty promotion activities and will work with educational institutions to tailor make integrity education activities for different phases of education so that young people will deeply understand the importance of integrity building to social development. It will launch the project “Creative Series on Honesty for Higher Education”, which will enable tertiary students to exert their influence on their peers and integrate integrity into daily life through creative works. At the same time, the CCAC will take the initiative to reach out to schools and let students assist them to spread the message of integrity, thereby sharing knowledge of integrity to young people in the ways in line with the trends that students like.

    Meanwhile, the CCAC will strengthen the support for moral education of non-Chinese speaking schools and students by launching the “New Generation of Integrity - Education Programme on Honesty for Primary Students” in English so as to expand the scope of integrity education. In addition, the CCAC will continuously optimise the hardware and software support for the education and promotion targeting at young people and students, including update of part of the content in the multimedia exhibition area at the integrity education base for young people at the Branch Office in Taipa, which was established three years ago, and launch of new integrity promotion activities for young people, among others.

  1. Making optimal use of multimedia to continue to promote the message of integrity to the public: over recent years, the CCAC has been increasing its production of multimedia content in order to widely promote the message of integrity to the general public through the internet and social media and positive results have been achieved. Therefore, the CCAC will continue to produce more multimedia content. In addition, the CCAC will carry out a series of screening events of the new micro-movie on anti-corruption entitled “Arabica” produced by the CCAC in 2025. By holding the events in the communities and schools, which will feature the showing of the movie and interaction with the audience, the message of corruption fighting in the movie can be widely spread in the community and all strata of society can understand and abide by the law.
  2. United Nations International Anti-Corruption Day: in commemoration of the annual United Nations International Anti-Corruption Day, the CCAC will hold a creative entry collection activity in order to enhance the general public’s awareness of anti-corruption through participation of the activity. The CCAC will also launch a series of supportive promotion actions, including media advertisements, materials on multimedia platforms online, seminars, among others.

V. External exchange and cooperation

In 2025, the CCAC will continue to provide the safeguard of integrity for the successful implementation of “one country, two systems” in the Macao SAR. It will continue to deepen the cooperation with the Chinese mainland and Hong Kong, especially the connection with the supervisory entities of the cities in the Guangdong-Hong Kong-Macao Greater Bay Area by paying mutual visits regularly and exchanging law-enforcement experience, so as to understand the situations of corruption fighting in the Chinese mainland and Hong Kong, learn from each other and jointly enhance the integrity building in the Greater Bay Area.

The “General Development Plan for the Guangdong-Macao Intensive Cooperation Zone in Hengqin” is a significant strategy to enrich the practice of “one country, two systems”. Its implementation is closely related to the long-term development of the SAR. Therefore, the plan is an important part of the policies of the Macao SAR Government. Therefore, the CCAC will thoroughly explore with the relevant supervisory entities of the Chinese mainland the ways to strengthen the cooperation to jointly build a “cooperation zone with integrity” in compliance with the legal frameworks of the two places.

Regarding international and regional cooperation, the CCAC will continue to cooperate with China in the review of the implementation of the United Nations Convention against Corruption. It will rigorously perform the duty as a member of the relevant international and regional organisations including the International Association of Anti-corruption Authorities (IAACA), the Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network) and the International Ombudsman Institution (IOI) by fully supporting their works and proactively participating in the relevant international conferences, seminars and workshops. In terms of corruption fighting and ombudsman’s actions, it will strengthen the exchange with the counterparts of other countries and regions and maintain good relations with them in order to jointly face the challenges and adversities that the world is facing and build a society which is fairer, more just and cleaner.

In addition, in order to promote and implement the “Integrity Management Plan – Progression and Innovation”, the CCAC will strengthen the awareness of corruption prevention of the personnel of public administrative departments, especially enabling them to understand the development and effectiveness of the anti-corruption actions in the Chinese mainland and deepening the understanding of the national conditions, thereby enabling the public service team to better understand the importance of integrity building.

VI. Optimising the operation of the CCAC

In 2025, the CCAC will optimise the hardware and software equipment in order to continuously enhance the quality of investigation and further support the operation of the CCAC. In particular, it will continue to develop and optimise various kinds of software related to investigation in order to facilitate investigation by ways of high technology. It will also continue to strengthen its personnel’s capacity and efficiency of case investigation. Therefore, in addition to arranging them to receive regular technical and physical training, the CCAC will continue to cooperate with the relevant departments of the Chinese mainland and Hong Kong to jointly organise training courses specifically for its personnel. Moreover, the CCAC will also send them to attend the training courses or workshops organised by international or regional organisations and intends to invite experts and scholars in the relevant fields to give lessons in Macao. In addition, the CCAC will further strengthen its personnel’s awareness of worse case scenarios and sense of responsibility, accurately apply and thoroughly understand the meaning of the holistic approach to national security and enhance the sensitivity to and awareness of risk prevention at work.

As to hardware facilities, the CCAC will actively promote the construction of the new office building in cooperation with the relevant departments in order to solve the problems concerning the confidentiality and security work which are in a relatively passive situation since its workplaces have been in public commercial buildings for many years.

CONCLUSION

“We must reflect on ourselves for persisting in ethical conduct and find out the where righteousness lies.” Regarding the fight against corruption, the CCAC should not only persist in carrying out investigations of every case and cracking down on every corrupt act but also foster a culture of integrity and values. Only by instilling integrity in everyone’s heart can the problem be solved at its root in addition to its symptoms. In 2025, the CCAC will intensify the work in all aspects, further enhance its capability, make tireless effort to fight corruption, diligently seek solutions to deal with potential problems, cultivate the virtue of governance and the spirit of self-discipline in the public sector and foster a culture of uprightness and integrity in society. It will also guide the private sector and the general public through the path of integrity consistently. Meanwhile, the CCAC will continue to fight corruption with “zero tolerance” and make good use of the thoughts and methods of rule of law to fulfil its duty of fighting corruption and effectively exercise its function of supervision, so that the system and culture of integrity will integrate with each other and progress together.
