In the past year, the Commission against Corruption (CCAC) have achieved certain developments in enhancing its lawful power, human resources, facilities … etc, contributing to a solid foundation for the CCAC to carry out its anti-corruption and ombudsman works in a more efficient way. Base on this foundation, the CCAC will, in the coming year, strive hard to fulfill its dual functions of anti-corruption and ombudsman by perfecting and reinforcing its overall operation through systemization and modernization.

With regard to countering corruption, the CCAC will continue the principles of the four-pronged approach laid down in the 2000 Policies, focusing on anti-corruption campaigns, prevention, law enforcement and education. Concrete measures include:

  1. Take initiative to carry out investigation and inquiry directed to acts of corruption or fraud; fight relentlessly against corrupt practices.
  2. Form the "Anti-Corruptive-Election Committee" to assist the just and lawful progress of the election activities.
  3. Perfect the systems of confidentiality and enhancing efficiency through the gradual computerization of the internal administrative systems.
  4. Consummate the investigation facilities, expanding the investigation ability by full utilization of information technology.
  5. Enhance the overall quality of the investigators through various forms of training activities bettering the staff's knowledge of law, usage of weapons and facilities, investigation skills …etc.
  6. Maintain close contacts and frequent exchanges with the related departments in other countries, in particular, reinforce contacts and co-operation with the anti-corruption departments of Mainland China and Hong Kong.

The CCAC will continue to actively fulfill its ombudsman function with the aim at enhancing the harmony between the public sector and the citizens. On the other hand, it will conduct systematic analysis and study on the prevailing systems, regulations and procedures, and propose amendments to rectify the improper or obsolete ones. The ultimate aims are to minimize opportunities facilitating corruption or public mal-administration, improve efficiency of the public administration, enhance its transparency, and consolidate the civil servants' clean, just and enthusiastic spirit in serving the citizens. Concrete measures include:

  1. Intensify the simplification of complain procedures with the aim at facilitating the independent, objective and just investigation into any illegal or improper acts of the public sector. Through this, the CCAC will be able to issue recommendations and suggestion to the departments concerned, for the improvement of their operation, and for the protection of the citizens' legitimate rights.
  2. Continue to issue guidelines for improving improper practices in the public administration, or suggest amendments to clog up any loopholes in the existing laws.
  3. Propose law amendments to plug any loopholes in the existing legal system with the aim at protecting the citizens' legitimate rights in the decision-making and execution of the public administration.
  4. Form internal work groups to initiate directive research and analysis on the unreasonable phenomena occurred in the various sectors of the public administration. Learn from other regions' successful experiences and thus suggest corrective measures to the Macao Special Administrative Region (MSAR) government for the betterment of the public administration.
  5. Reinforce, by means of the mass media, dissemination efforts to inform the citizens of ways to protect their rights.

Like the previous year, dissemination and education are still our focus of work, and they are just as important as the anti-corruption campaign and ombudsman works. The CCAC will continue to develop community relations and listen to the opinions and suggestions from the general public. Concrete measures include:

  1. Promote the development of a law-abiding and clean civil service through overall training programmes directed to the civil servants;
  2. Reinforce the mutual communication between the CCAC and the civil servants. Continue the educational programmes on integrity, gather the civil servants' opinions and suggestion on our works, and advocate the spirit of "integrity starts with me".
  3. Expand educational efforts to the university students with the aim at strengthening their sense of mission in contributing to a clean society. Regarding the primary and secondary students, the principles of honesty and integrity will be conveyed to them with the help of the schools.
  4. Develop community relations, establish direct contacts with the citizens, and listen to the citizens' opinion through organizing activities with the local associations. The ultimate goal is to better carry out our works on preventing and deterring corruption, as well as bettering the public administration.
  5. Intensify dissemination and education efforts to promote the citizens' awareness of the importance of a just and fair Legislative Assembly election.
