The CCAC unveiled a company allegedly declaring false data of local employees to the Financial Services Bureau (DSF) and the Social Security Fund in order to apply for quotas to import or renew non-resident workers at the Labour Affairs Bureau. Moreover, the relevant employees also allegedly received payments under the anti-pandemic support fund in an unjustifiable way from the SAR Government.

The involved company provides maintenance services for the Macao Frontier Post of the Hong Kong-Zhuhai-Macao Bridge. In the course of investigating a case concerning the complaint over a private sector, the CCAC found that the company declared to the relevant department that it had employed 24 local employees. Among them, six had abnormal entry and departure records and they seldom stayed in Macao during the period of making contributions of the social security system. There was even a person who had never entered Macao since leaving the region in 2015. Some employees admitted that they had never worked in the involved company and some admitted that they had never received any salaries and the payment of contributions was only for the purpose of receiving the old-age pension from the Government in the future.

According to the CCAC, there were strong indications that the relevant employees were fake staff and thus the CCAC is further investigating the veracity of the remaining local employees. The involved company has allegedly committed document forgery and the CCAC has reported the case to the Public Prosecutions Office. Moreover, last year, each local employee of the company was granted a payment of MOP15,000 under the anti-pandemic support fund. The CCAC has informed the DSF about the case of relevant employees unjustifiably receiving the fund for follow-up actions.

The CCAC firmly pointed out that since last year’s outbreak till now, the SAR Government has progressively implemented various anti-pandemic support measures for the sake to relieve citizens’ hardships and ride out the difficult times with all the citizens together. The citizens should make a truthful declaration on all subsidies and should not infringe the law by providing any false data. Once verifying the data was falsely declared, the CCAC will definitely pursue those responsible. Citizens who suspect any falsified cases can also report them to the CCAC.
