To commemorate the 20th anniversary of integrity building of Macao, the CCAC held a seminar entitled "Integrity Management and Clean Business Environment" at the Macau Tower Convention & Entertainment Centre on 20th September. The Chief Executive, Chui Sai On, who attended the opening ceremony, stated in his address that integrity is the building block of civilization and the rule of law to safeguard a clean and harmonious society. The seminar reflects the importance of cooperation on the international stage and demonstrates the success of Macao's support of and participation in international cooperation mechanism.

The opening ceremony was officiated by the Chief Executive, Chui Sai On, Deputy Procurator-General of Supreme People's Procuratorate of China,  Sun Qian, Standing Member of Sichuan Provincial Party Commission and Secretary of Sichuan Provincial Commission for Discipline Inspection, Wang Huai Chen, Prosecutor General of Public Prosecutions Office, Ho Chio Meng, Commissioner Against Corruption, Fong Man Chong, President of Monitoring Committee on Discipline of the CCAC Personnel, Leong Heng Teng, and Vice-President of International Association of Anti-Corruption Authorities, Eduardo Vetere.

The government and the citizens have made a lot of efforts in the course of integrity building of Macao. This has laid a solid foundation for the legal system and supervision mechanism for corruption prevention and promotion of a graft-free culture. The integrity building will continue to focus on system construction, strive for long-term effectiveness and public involvement. Macao must push forward graft-fighting by constantly perfecting the legal system, enabling supervision mechanism to achieve full efficacy at all times and pooling the efforts of the government and society, so that the dissemination of corruption fighting can go into all aspects of society and gradually allow the culture of probity to be rooted in people's daily lives.

The Commissioner Against Corruption, Fong Man Chong, pointed out in his speech that graft fighting is a long-running mission necessitating involvement and support of the society. While the CCAC bears the responsibility to fight corruption and promote probity, relevant departments are the ones to put various preventive measures and anti-corruption policies into practice. Based on the 20 years of experience of the CCAC, he believed that "system building" should always be put on the top of the government's agenda, as it plays an important part to solve social conflicts in the long run. He added that integrity building necessitates efforts of all government departments, enterprises, citizens and organizations, and that "probity" is one of the fundamental qualities a world-class tourist city should have.

Deputy Procurator-General of Supreme People's Procuratorate of China,  Sun Qian, stated that the connection between Mainland China and Macao has become closer since the handover of Macao, and thus the law-enforcement cooperation in corruption fighting has achieved remarkable results, and that the procuratorates of Mainland China are willing to strengthen the partnership with the CCAC and law-enforcement and judiciary agencies of Macao and always give full support to the city. Standing Member of Sichuan Provincial Party Commission and Secretary of Sichuan Provincial Commission for Discipline Inspection, Wang Huai Chen, praised Macao's efforts in upholding justice through fighting corruption and overseeing the Administration. The initiatives that highlight both suppression and prevention have promoted clean and efficient governance and protected social fairness.

The Chief Executive, Chui Sai On, the Commissioner Against Corruption, Fong Man Chong, and the Director of Macao Post, Lau Wai Meng, also officiated at an stamp issuing ceremony of "20 Years of Safeguarding Honesty and Transparency of Macao" during the event.

Member of Legislative Assembly of Macao and Professor of Faculty of Law of University of Macau, Tong Io Cheng was the moderator of the seminar. Speakers included Vice-President of International Association of Anti-Corruption Authorities, Eduardo Vetere, Deputy Procurator-General of Guangdong Provincial People's Procuratorate, Ou Ming Yu, Director and Chief Executive of Serious Fraud Office of New Zealand, Adam Feeley, Deputy Director of Corrupt Practices Investigation Bureau of Singapore, Choong Mann Wong, Professor of School of Criminology and Criminal Justice of Northeastern University of U.S.A., Nikos Passas, Acting Director of Corruption Prevention of Independent Commission Against Corruption of Hong Kong, Mok Wah Hoi, and Deputy Commissioner of Commission Against Corruption of Macao, Kuan Kun Hong. They shared valuable experiences in corruption prevention in the private sectors with the participants.
