Foreword

The Commission Against Corruption of Macao also performs ombudsman functions. It is a member of the Asian Ombudsman Association (AOA).

The year 2026 marks the 30th anniversary of the AOA. To support the celebration activities of the AOA, the CCAC of Macao will organise a series of publicity activities to strengthen the promotion of its ombudsman functions.

Message for 30th anniversary of Asian Ombudsman Association

On the occasion of the 30th anniversary of the Asian Ombudsman Association (AOA), the Commission Against Corruption of the Macao Special Administrative Region of the People’s Republic of China is delighted to join in the celebrations of this extremely important event.

Established on 16th April 1996 in Islamabad, Pakistan, the AOA currently has over 40 member entities from more than 20 jurisdictions. Over the past 30 years, the AOA has been serving as an essential pillar in promoting the concepts of ombudsman throughout the Asian region, fostering professional development in the relevant area and continuously strengthening the values of public integrity and good governance.

Through advocating cooperation and promoting exchange, the AOA continues to encourage its members to deepen their sense of mission and responsibility and to strive to improve the integrity and transparency of public administration and management; it also urges all member entities to be mindful of their responsibilities and fulfil their duties in defending citizens’ rights, freedoms, safeguards and legitimate interests.

The CCAC of the Macao SAR, which also serves the function as the Ombudsman, and whose predecessor entity was a founding member of the AOA, would like to take this opportunity to give high recognition to the works that the AOA has been carrying out over the years and express its pride in continuing to be one of its distinguished members. The CCAC will, as always, continue to cooperate with other members in a loyal and dedicated manner and stay firm on the AOA’s core principles: independence, impartiality and safeguard of public interests.

Looking ahead, the CCAC hopes that the AOA will continue to promote the concepts of ombudsman and foster cooperation and collaboration between its members in order to write a new chapter in the development of impartiality, transparency and integrity of society.

Being one of the members of the AOA, the CCAC of Macao has all along been proactively participating in various meetings of the association and has delivered thematic speeches many times at conferences to introduce the actual situations of Macao and share the experience of promoting ombudsman work.

In September 2025, the National Commission of Supervision of China organised the 18th Meeting of the General Assembly of the AOA in Nanjing. The Commissioner Against Corruption of Macao, Ao Ieong Seong, led a delegation of the CCAC of Macao to attend the meeting. Afterwards, they participated in an international workshop themed “Effective Ombudsmanship for People’s Livelihood”.

Over the years, the CCAC of Macao has been effectively performing ombudsman functions. It legally supervises the administrative acts and administrative procedures of public departments, renders improvement suggestions regarding administrative illegality or administrative irregularity, ensures the legality and efficiency of public administration and safeguards the legitimate rights of residents.

Founded in 1996, the AOA aims to promote the concepts of Ombudsmanship and its development in Asia, encourage regional cooperation and develop professionalism of the area.

The AOA is a non-governmental international organisation. Its organisational structure primarily consists of the General Assembly, the Board of Directors and the Secretariat. The Secretariat is located in Islamabad, Pakistan.

The current President is Naveed Kamran Baloch, Federal Ombudsman of Pakistan. Other key leaders include: Vice President Sabina Aliyeva (Azerbaijan), Secretary Chan Jick-chi Jack (Hong Kong, China), and Treasurer Zabiullah Khodaeian (Iran).

The AOA currently has 47 members from various countries and regions, including China, Macao (China), Hong Kong (China), Russia, South Korea, Japan, India, Thailand, Malaysia and Pakistan. Through meetings, seminars and training sessions, the AOA forms a core network for sharing experiences, discussing systems and promoting the development of the ombudsman concept.
