The Political and Economic Risk Consultancy released the annual report for 2011 on 23rd March, entitled "Corruption's Impact on the Business Environment". Grades and rankings were given based on the interviewees' perception on this topic. According to the report, among 16 countries and regions, the three cleanest countries are Singapore, Hong Kong, Australia. Macao ranked the 6th with a grade of 4.68 compared to 5.71 points and the 8th rank last year, with 10 points being the most corrupted and a lower grade reflects a better integrity situation.

In January and February 2011, through mails and interviews, the Political and Economic Risk Consultancy obtained responses from over 1,725 foreign businessmen and senior expatriates in the countries/regions surveyed. Grades were given based on their perception of corruption in the places they work, with which analysis is conducted.

The results show that Singapore, ranked 1st, obtained the grade of 0.37, followed by Hong Kong, with a grade of 1.1 and Australia, 1.39. Macao ranked the 6th with a grade of 4.68.

The report points out that there have been a few examples of senior civil servant accepting bribes in Macao, but the anti-corruption agency and judicial system have prosecuted these cases in a transparent way so that the public could see justice done. However, the focus to date is on corruption in the public sector. What has been largely taken for granted is corruption in the private sector. Moreover, what makes the situation of Macao unique is that corruption in the private sector may often involve foreign investors, making the problems more complicated.

The report mentions that since the anti-corruption jurisdiction has been extended to the private sector recently, if Macao follows the path of Hong Kong's ICAC, the initial focus and convictions will be weighted heavily in favor of public sector corruption, but as time goes on the emphasize will shift more to the private sector.
