Brief Introduction of Results of Questionnaire Survey 2009

The CCAC¡¦s annual questionnaire survey on the integrity situation of Macao for 2009 was conducted by the Macao Polytechnic Institute in April, with 1,071 valid questionnaires retrieved. The survey focused on the citizens¡¦ evaluation on the integrity building of Macao and their attitude towards corruption.

The results showed that the citizens¡¦ evaluation on the integrity building of Macao remained positive, while their tolerance of corruption kept on decreasing and the proportion of those who had encountered corruption remained small. A majority of the citizens showed their support for the proposed expansion of anti-corruption jurisdiction to the private sector.

According to the survey, the grade given by the citizens to the overall integrity situation of Macao rose to 62.1 compared to 61.2 in 2006, 56.5 in 2007 and 59.2 in 2008. Meanwhile, there were less than 8% of the respondents, their relatives or friends who have come across corruption over the past year. The proportion has been remained rather low for years.

The grade given to the CCAC¡¦s work over last year increased to 65, registering a constant growth for two years. The survey showed that the percentage of respondents who supported the CCAC¡¦s work rose to around 86.3% and that the citizens hoped the CCAC to enhance the fight against corruption. 80% of them supported the expansion of jurisdiction to the private sector.

As to citizens¡¦ attitude towards corruption, around 68% respondents stated that they could not tolerate corruption, a year-on-year growth that reflects the decrease in the degree of their tolerance of corruption.

As to the aggravated punishment for electoral corruption in the election law, only 56.8% respondents knew the relevant amendment. And only 57.5% of them stated that they would report electoral corruption, reflecting that the civic awareness still has room for growth.

The survey also reflected that many citizens perceived the existence of administrative illegalities or malpractices in government departments. Around 74% thought that the situation was common. Despite of a slight decrease in the figure over last year, the proportion was still large and therefore it deserves the attention of the Macao SAR Government.

Overall, a majority of the data of this survey was better than last year, reflecting a certain extent of improvement in the integrity situation. As to some negative data, the CCAC will conduct in-depth review and research and adopt correspondent measures. In the future, the CCAC will also continue to understand citizens¡¦ viewpoints and obtain their opinions and suggestions through various channels in order to do its best in integrity building.
