A delegation that comprised 15 legislators paid a visit to the CCAC this morning (14th May). They visited the facilities of the CCAC and had a meeting with the Commissioner, Cheong U. The legislators asserted that the visit and meeting helped enhance their knowledge of the CCAC and facilitated the discussion on the relevant bill and even the promotion of integrity building in the future.

The 3rd Standing Committee of the Legislative Assembly is now having specific discussion on the bill ¡§Prevention and Suppression of Bribery in the Private Sector¡¨. In order to strengthen the communication and connection between legislators and the CCAC and their understanding of the works of the Commission, the Legislative Assembly formed a delegation of legislators to visit the Headquarters of the CCAC. The delegates were warmly received by the Commissioner.

Led by Cheang Chi Keong, President of the 3rd Standing Committee, the delegates included some members of the committee, who were Philip Xavier, Ho Teng Iat, Kou Hoi In, Ieong Tou Hong, Josˆm Maria Pereira Coutinho, Leong On Kei and Lee Chong Cheng, and some other legislators, who were Chan Chak Mo, Leong Iok Wa, Au Kam San, Ung Choi Kun, Lei Pui Lam, Chui Sai Peng Josˆm and Chan Meng Kam.

The delegates arrived at the Headquarters of the CCAC at the Dynasty Plaza at 11:00am today. Accompanied by the Commissioner, Cheong U, the Deputy Commissioner, Tou Wai Fong, the Chief of Cabinet of the Commissioner, Ho Ioc San, and Advisor, Vu Ka Vai, they visited the investigative facilities including reporting room, statement taking room, identification parade suite and the detention ward in order to understand the procedures of receiving citizens who go to file reports or lodge complaints, identification parade and detainment. Then both parties had a one-and-a-half-hour meeting. The representatives of the CCAC attentively obtained the opinions and questions brought out by the legislators and responded to them one by one.

At the meeting, the Commissioner thanked the delegation for visiting and introduced the works of the CCAC, especially the recruitment and training of investigative staff. He stressed that the CCAC attached great importance to staff¡¦s conduct and the requirement for confidentiality. All investigators have already gone through a strict selection procedure and have to receive professional trainings in various fields.

Many legislators actively raised questions which centered on recruitment of personnel, confidentiality, education and promotion, anti-electoral corruption arrangements and how to enhance citizens¡¦ confidence in the Commission in order to encourage them to report cases in person.

Cheang Chi Keong pointed out in the final conclusion that the visit and meeting further deepened the committee members¡¦ understanding of the CCAC¡¦s works, eliminated misunderstandings and facilitated the ongoing discussion on the bill ¡§Prevention and Suppression of Bribery in the Private Sector¡¨. He thought that both parties frankly exchanged their opinions at the meeting and felt the legislators¡¦ care and support for anti-corruption work. He hoped that both parties could continue to enhance the interaction with each other and jointly expedite social development.
