The Commissioner Against Corruption Cheong Weng Chon led a delegation to Beijing on 30th and 31st March, during which they paid visits to the Deputy Director of the Hong Kong and Macao Affairs Office of the State Council, Feng Wei, the Procurator General of the Supreme People's Procuratorate of the People's Republic of China, Cao Jianming, and the Minister of Supervision, Huang Shuxian. During the visits, views were exchanged on the communication and cooperation between the Macao SAR and the relevant agencies of China in regard to the fight against corruption and integrity building. Deputy Commissioner Hoi Lai Fong and Chief of the Cabinet Sam Vai Keong were among the delegates.
Deputy Director Feng Wei stated in the meeting that the fight against corruption is a long, arduous task of the SAR government that has great significance to the development of the whole society. As the Chinese mainland and the Macao SAR have been working closely in the anti-corruption field, he hoped that the CCAC will further enhance the communication and cooperation with the relevant agencies. According to Cheong Weng Chon, under the leadership of the Chief Executive Chui Sai On, the new SAR government adheres to the principle of governing according to law. He went further that in order to make the best contribution to Macao's integrity building, the CCAC will lawfully carry out its functions as a graft fighter-cum-ombudsman and enhance communication and cooperation with its mainland counterparts.
Procurator General Cao Jianming pointed out that the procuratorial authorities in Chinese mainland and the CCAC have established a very close and successful relationship in graft fighting since the handover. In addition to more mutual visits with the CCAC's leadership, Cao also expected practical cooperation in the crackdown on duty-related crimes, fugitive manhunt and asset recovery will be enhanced, more progress on the reaching of agreements on mutual legal assistance between the two places will be made, and that innovative multi-level personnel training and communication mechanisms will be developed. Cheong Weng Chon expressed his gratitude to the Supreme People's Procuratorate for its support for CCAC's work. He hoped to further strengthen the communication and cooperation with the central and local procuratorial authorities, particularly in the fields of mutual case assistance and personnel training with procuratorial authorities in the neighbouring provinces and autonomous regions such as Guangdong, Guangxi and Fujian.
Supervision Minister Huang Shuxian stated that, since the 18th National Congress of the Communist Party of China, the CPC Central Committee under the leadership of General Secretary Xi Jinping has aimed at promoting sound Party conduct, political integrity and the fight against corruption. With its zero tolerance to and unwavering determination in curbing corruption, significant achievements have been made in the creating of a political atmosphere where people do not dare to, are not able to and are unwilling to commit corruption. In order to promote the anti-graft initiatives in the Chinese mainland and the Macao SAR and to jointly safeguard the fundamental interests of the country, Huang hoped the cooperation with the CCAC in fugitive manhunt and asset recovery will be enhanced, and that efforts to assist in and support for the review of implementation of the United Nations Convention against Corruption will be intensified. According to Cheong Weng Chon, in addition to bringing its role as a graft fighter into full play, the CCAC will continue to provide support, according to law, for the Chinese mainland in its anti-corruption work. Cheong added that, through enhancing the communication and cooperation with the Ministry of Supervision and local supervisory authorities and supporting the fugitive manhunt and asset recovery activities of the Chinese mainland, the CCAC will exert the best efforts to prevent Macao from turning into a transit point or destination for illicit money outflows and corrupt officials fleeing the country.
