Welcome to the homepage "Guidelines on Declaration of Assets and Interests".

The Legal Regime of Declaration of Incomes and Properties in Macao, which has been effective since 1998, was stipulated by Law no. 3/98/M of 29th June and was later repealed by Law no. 11/2003.

In order to further perfect the regime, increase the transparency and probity of the public administration and meanwhile fulfil its obligation to comply with the United Nations Convention against Corruption, in 2012, the Macao SAR Government submitted to the Legislative Assembly a bill to revise Law no. 11/2003 and it was approved on 3rd January 2013. Under the bill, Law no. 1/2013 was established and named as Legal Regime of Declaration of Assets and Interests effective from 22nd April 2013.

In order for the people obliged to declare their assets and interests to better understand the contents of the declaration forms and the declaration procedures, the Commission Against Corruption (CCAC) has particularly designed this homepage which provides reference information, including the "Guidelines on Declaration of Assets and Interests" prepared by the CCAC, with samples furnished, to mainly introduce the ways on how to fill in the declaration forms and some particular points to note.

Regarding the Legal Regime of Declaration of Assets and Interests, several aspects are noteworthy:

  1. In accordance with the stipulation of the Legal Regime of Declaration of Assets and Interests, the people who bear the obligation to declare their assets and interests shall fill in a new declaration form starting from 22nd April 2013. The new electronic forms can be downloaded at the homepage on the CCAC's website.
  2. All public office holders and CCAC's staff and their spouses or cohabiting partners shall submit their declaration forms to the Secretariat of Court of Final Appeal, whereas other staff of public administration and their spouses or cohabiting partners shall submit their forms to the Declaration of Assets and Interests Division of the CCAC.
  3. According to the stipulation of the law, the content of Part I, Part II and Part III basically remain unchanged, albeit with some technical adjustments - for details please refer to the scope of amendment as mentioned in Article 1 of Law no. 1/2013 of 21st January.
  4. The new law has incorporated Part IV into the declaration forms, which is to be submitted only by specific persons as stipulated by law.
