The legal system of public servants’ declaration of properties and interests was implemented in 1998, under which public office holders, public servants and their spouses are required to declare their assets and interests. In order to further improve the system in compliance with the “sunshine policy” implemented by the government, enhance the transparency and integrity of public administration and the supervisory system, and fulfill the obligations under the UNCAC, in 2012, the Macao SAR Government submitted the bill of revision of Law no. 11/2003, Declaration of Incomes and Properties. The bill was passed unanimously by the Legislative Assembly on 3rd January 2013, reflecting that the revision is widely supported by the public. The new law entitled Legal Regime of Declaration of Assets and Interests and entered into force on 22nd April 2013. Those at levels not lower than a deputy director of a bureau, including the Chief Executive, principal officials, members of the Legislative Council, judicial officers, members of the Executive Council, Chiefs of Cabinet, Directors, Deputy Directors or holders of equivalent positions, shall fill in and disclose Part IV of the declaration form, which is about the pecuniary and non-pecuniary interests they possess and membership status in any non-profit organisations. The declaration forms of all holders of public positions and staff of the CCAC shall be submitted to the Secretariat of the Court of Final Appeal, while the Division for Declaration of Assets and Interests of the CCAC is responsible to receive the declarations of the remaining staff of public administration. |

In early 2010 the CCAC began to review and revise the system of Declaration of Incomes and Properties for public servants and also completed the Comparison of Legal Systems Governing Declaration of Properties and Interests in Different Places. The CCAC proposed a bill to the government in the first half of 2011 requesting a revision on the Legal Regime Governing Declaration of Properties and Interests, where the suggestion of introducing a mechanism for the disclosure of officials’ property and interests has been made. The objective is to uphold the spirit of “sunshine government” and increase the transparency of Macao government’s administration.

To enhance information sharing and fight corruption with its counterparts, the CCAC has been striving to expand its international connections and keeping in close contact with anti-corruption agencies/ organizations from across the world. A member of the International Association of Anti-Corruption Authorities (IAACA), the CCAC has also become a member of the "Anti-Corruption Action Plan for Asia and the Pacific” representing the Macao SAR Government.
