Introduction of the Statutory Functions and Organization

The Special Administrative Region of Macao was established on 20th December, 1999 and on the same day it authorized the establishment of the Commission against Corruption in accordance with Article no. 59 of the Basic Law.  The CCAC has substituted the High Commissioner against Corruption and Administrative Illegality established on 15th March, 1992.  At that time, the CCAC adopted the respective existing laws.

According to law no. 10/2000 of 14th August, the CCAC carries the following major statutory duties:

  1. To carry out preventive actions against acts of corruption or fraud.

  2. To investigate any crimes of corruption and fraud committed by civil servants.

  3. To investigate allegation of corruption and fraud in electoral registration and election of members of the institutions in the Macao Special Administrative Region.

  4. To protect human rights, freedom and legitimate interests of individuals, as well as to uphold fairness, lawfulness and efficiency of the public administration.
