Highlights of the Policy Guidelines for the Fiscal Year 2005 of the Macao Special Administrative Region (MSAR):
Going forward, the Commission Against Corruption will extend its anti-corruption achievements. The commission will pay special attention to the prevention of corrupt activities brought about by economic growth. It will make all proper arrangements and take measures to curb bribery in the third-term Legislative Assembly elections. The Commission will continue to supervise the authorities and ensure they implement policies according to the law. To build an honest and fair society together, it will launch more anti-corruption programmes to target particular corrupt activities.
Formulate strategies to prevent and combat corruption and illegal activities stimulated by development of the gaming and tourism sectors, and by industrial and commercial activity, taking account of the features of Macao's economic development
Take all appropriate measures to curb bribery during the Legislative Assembly elections
Strengthen cooperation and exchanges with the mainland and neighbouring regions to extend intelligence-gathering mechanisms
Improve investigative capability through enhanced collection of information, personnel arrangements and special equipment
Enhance administrative operations and streamline administrative procedures to prevent illegalities and misconduct by public administrators
Review laws and regulations governing public administrative authorities and other bodies, especially those that directly impinge on quality of life, and suggest improvements
Enhance communication with public administrative authorities, formulate clean governance guidelines for each body, in phases; strengthen the integrity of public servants
Promote the administration's complaints procedure
Intensify the promotion of clean and honest governance, especially through community bodies
